At present, China's scrap steel resources have a considerable scale. In 2018, China's total scrap steel resources will be about 220 million tons, an increase of 10% over the same period last year, and will increase by 9% in 2019. Experts predict that by 2020, China's steel storage will reach 10 billion tons, and the production of scrap steel will reach about 260 million tons. By 2025, China's steel storage will reach 12 billion tons, and the production of scrap steel will reach about 300 million tons.

As China's steel smelting process structure has entered a period of dynamic adjustment, the short-process steelmaking (electric furnace steel) with scrap as the main raw material is also facing opportunities for development. In the past, China's long process of steel smelting occupied an absolute advantage, and the ratio of electric furnace steel was below 10% for a long time. Under the background of the state's vigorous efforts to eliminate excess capacity, especially after the ban on " ditiaogang" according to law, the output of electric furnace steel fluctuated and increased. According to the statistics of the World Iron and Steel Association, in 2018, China's electric furnace steel accounted for about 11.6%, an increase of 2.3 percentage points over the same period last year, but there is still a certain gap compared with the world average level of 28.8%, 68% in the United States, 41.5% in the European Union and 25% in Japan.

"As China's industrial policy support increases, scrap and power resources become more abundant, environmental protection taxes and carbon taxes are levied, the energy-saving and environmental protection advantages of EAF short-process steelmaking will gradually transform into economic advantages."
