1. Newly added steel production capacity is strictly prohibited. Huang Libin said that for steel smelting projects that really need to be built, it is necessary to strictly implement the policy of capacity replacement, and will increase the investigation and punishment of illegal new smelting capacity behaviors and strengthen negative warnings. At the same time, it continuously strengthens the constraints of environmental protection, energy consumption, safety, quality and other factors, and standardizes the production behavior of enterprises.

2. Improving relevant policies and measures. Huang Libin revealed that the Ministry of Industry and Information Technology, the National Development and Reform Commission and other relevant departments are studying and formulating new production capacity replacement methods and project filing guidelines, which will further guide and consolidate the effectiveness of steel capacity reduction work.

3. Promoting mergers and reorganizations of the steel industry and increase industry concentration. Promote the resolution of the long-standing industry's serious homogeneity competition, unreasonable resource allocation, and weak R&D and innovation collaboration capabilities, and improve the industry's innovation capabilities and economies of scale.

4. Resolutely reduce steel output. Combining with the overall trend of the current industry development, focusing on achieving the phased goals of carbon-peak and carbon neutralization, gradually establishing an inventory constraint mechanism based on carbon emissions, pollutant emissions, and total energy consumption, and studying and formulating relevant work plans to ensure In 2021, the year-on-year decline in steel production will be fully realized.

The ministry and related departments are also working to build overseas iron ore mines that are globally competitive to ensure supply, as about 80 percent of China's iron ore comes from overseas according to the ministry's spokesperson Huang Libin.
